Me and myboyfriend have been on and off for 3 years, we were together for 2 and sort of together for 1 well we made it official again and we've been back for over a month and he wont say I love you. Even though he used to say it to me before we broke up a year ago. He said that he wants to say it on his own and he wont say it. How long it too long to wait?

You have to give him time because being a part for one year is a huge amount of time where both of you have changed in little ways. So now he has to get to know you all over again and see if you the two of you are still compatible and able to love each other. If he doesn't feel that he loves you after a few more months then maybe its best for the two of you to move on...
I have been there and let me tell you its surprising how much you and the other person change in that amount of time, so it all depends on whether you both changed in similar ways like headed along the same path so to speak... hope this helps... best of luck to you!
