THe problems in Mexico or in layers. There are the obvious, where the families are so poor that they are bathing in public fountains and sleeping on streets.
The corruption is such that "los federales" can do anything they want to you. They can take your home, your property. I was witness to the rape of a woman by armed police during a comedy show in Monterey, Nuevo Leon. This was in retaliation of something that her husband had said, and, was done in front of everyone in the club. If you are in Mexico and an officer wants your money, he takes it. The officers carry rifles. Openly.
Up one level: the rich in Mexico are SO RICH. World traveled, multi-lingual people that own hospitals where you can present with a bullet wound and not be treated unless you have cash. The government is run by ONE PARTY. They control everything, and, do as they wish. Remember 1992 and the assisination of the president elect?
Unfortunately, when you are working for pennies, and, those can be and are taken from you and you can't do anything about it, it becomes impossible to improve your situation. The reason the country isn't improved is because all in power have the ability to do whatsoever the please.

Some do go back to Mexico and try, There are even missionary types from the U.S. and other countries that try.
However, Mexico is a corrupt and sometimes brutal place. In addition, the elite are very intolerant of dark skinned people. The change will have to start with the Mexican upper echelon. It would help if the U.S. legalized all drugs which would greatly reduce the corruption in Mexico by reducing the influence of the drug cartels.

Supposedly, the bank robber Willie Sutton was once asked why he robbed banks; his answer: "Because that's where the money is." People go to where there are opportunities and rewards, and people tend to take the path of least resistance. Mexico is struggling to change its status as a 3rd-world nation but is going through all the problems and growing pains that entails. No amount of positive thinking, grit and determination, or prayer is going to magically produce results if the prerequisites for success aren't there. If Mexico's economy can't support its people at an adequate level, it's not surprising that they will try to go elsewhere if a viable alternative exists. The corrollary is also true: Mexicans would not be trying to get into the U.S. if there was no market for their labour.

Their government is too corrupt. If it were not, American businesses would be trampling all over each other to build factories in Mexico. A few have but they usually end up longing for the relatively inexpensive American factories they left behind. Union leaders and local politicians in the US are dirt cheap to pay off compared to Mexican politicians and police. The reason for this is easy to see when you know how things work in Mexico... ...When you talk about the Mexican mafia, you are talking about Mexican politicians and police. They are not being influenced by them. They ARE the Mexican mafia! They have actually accomplished what the Brando character wishes the Pacino character could have achieved in America......if we, the self rightous anti-mafia Americans, were not such hypocrites.

The government in Mexico is different from the U.S. The police openly shake down the citizens.The officials are rich while the average pay scale is about 3 dollars a day last time I checked.They have been threatening to revolt for years but it is easier to cross the border than to risk your life to fight for change.What would you do if you had a family depending on you?

because mexico has an extremely corrupt government that every time an honest man/ party gets into power the drug cartels have them assasinated, plus there is a small uprising involving the chiapas rebels/ zapatistas.

Most of them do work hard no matter where they are. Mexico has been so corrupt for so many of years that there isn't much a lower class citizen can do to improve it. Most of them make less in a week then a person working at McDonald's makes in one day. If they could do something, they most likely would.

thats why they stand at home depot for a job when an American would go under a highway overpass and ask the people waiting the red light for spare change??
I have never seen an illegal with a sign sparing for change.
