He was talking to himself and humming a tune. There are other such events reported in the Bible.
For example, when they were building the Babel Tower, God said "You think maybe we ought to go down and mess with their plans?"
That's cause the thought of humans building a tower to Heaven, he shuddered at the thought.
God often talked to himself and hummed a little tune, as he puttered around.

His oldest son who was his helper and master worker. Read Proverbs 8:22 -30

Gen 1:26
And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.
The word, God is in the plural, and when He said, "Let us create man in our image", that's the first time the Trinity was hinted at in the Bible.
This was God the Father, God the Son and God the Holy Spirit speaking.
Since the New Testament tells us that Jesus is the Creator, therefore we know that this was Jesus speaking in the presence of His Father and the Holy Spirit.

The words "us" and "our" refer to plural majesties. Essentially, it is one person of God speaking to the other persons of God. Reading Scripture as a whole shows these "persons" to be the Father, the Son, and the Holy Spirit. God also says "Hear, O Israel, the LORD your God is one." The word "one" here means "unified;" it does not denote "singular," which supports the idea of one God with more than one distinct personality. About this question. It is speaking of the trinity. Trinity is spoken of several other places in the Bible. Like baptizing them in the name of the father, Son, and Holy Ghost.
(Rev 1:6 KJV) And hath made us kings and priests unto God and his Father; to him be glory and dominion for ever and ever. Amen.
There is two of them mentioned.

Though I believe in the Trinity and know most Trinitarians use this passage to prove the trinity.. I dont think it does because God says "Us" and "Our" and never anywhere else speaks of His Triune self as plural. Since the angles were already created and they also have free will, body mind and Spirit.. I believe He is speaking to the angels.

He is relaying his thoughts to us, but he was speaking of course to the trinity, God the Father, Son and Holy Spirit.
And in his likeness he made us, but we are not gods in any way shape or form.
