She can't really use the excuse that her car is so much inferior to the others.

I wouldn't say that she's incompetent, but she definitely is inexperienced. Before coming to the States, she had not run very many car races at all -- perhaps less than 50 total in her whole career. She's probably a bit unlucky as well, but you make your own luck in motor racing.
Kevin Kalkhoven stuck her in an Atlantics car with one of the better teams in the series, and she won a few races against a shallow field (admittedly more than Danica Patrick ever managed, but still not a huge accomplishment by any means). Then she moved up to Champ Car probably one or maybe two seasons too soon, and drove for a team which didn't give her much support because they were too busy occupying themselves with internal feuds and generally making a disaster out of an otherwise good staff. After a frustrating season there, she got shipped off to Dale Coyne Racing, which has very few resources to develop the car and did relatively little off-season testing with the new DP01.
She's in a tough spot, for sure. At least she has the support of her team owner and crew at DCR, but the engineers and mechanics are fighting an uphill battle to give her good reliable cars, and she doesn't have the experience to develop the setup on her own. Hopefully she'll learn from Bruno, who is one of the better drivers in the series at understanding what the circuit wants from the car and how to get it.

Patience. Look at Oriol Servia. A lot of open wheel drivers took a long time to succeed. I have seen a lot of drivers change cars and improve dramatically. Even A. J. Allmindinger got fired for not being good enough and immediately changed teams and started winning.
Check her record over in Europe out --- people have seen something in her ability.
