Liquor licenses in PA have not been issued by the state for many years, you have to buy an existing license within the county you want to open your business in. Licenses are transferable from township to township as long as they stay in the county you purchased it in. Your establishment will need to have a minimum of 30 seats, and kitchen able to serve food for 30 people no matter what kind of club or bar it is. The license price will vary depending on the county.
The best thing to do is to contact a company or attorney that specializes in plcb law, and licensing. I have purchased 3 licenses in PA and needed help each time from my attorney, it is too hard to get a license on your own, but very easy with the right help.

First thing would be to request an application from your state alcoholic beverage division. The city clerk should be able to give you the number. Plus, they want the heads up that you'll be submitting it to them for approval at a meeting. Follow all the instructions VERY carefully. And pray a lot! :)
