Are we just including so-called "man-made" greenhouse gasses or all of them?

Because the statistics you always see don't include things like exhaling (i.e. CO2 due to just being alive).

If we included exhaling, China would be #1 (by far), India #2, and US would probably be #3.

Lowest would be some really small country with almost no technology.

In terms of total emissions of greenhouse gases then it's the US. If you're talking just about carbon dioixide then it's either the US or China - China rarely publishes figures so current emissions are part based on old data and part based on guesswork.

The country with the lowest emissions is Vatican City - partly because it has such a tiny population, partly because it has a moderate climate so little need for heating and air con etc, partly because there are no vehicles.

It's perhaps more realistic to look at emissions per head of the population, that way it's irrelevant what the population is. Doing so then the US tops the list for greenhouse gas emissions followed by Australia then Canada, Luxembourg tops the list for CO2 emissions and of the countries that publish data Chad comes bottom of the list.

To put it into context - total GHG emissions from the US are approx 25 tons per person, CO2 emissions from Luxembourg are 22 tons, Chad comes in at 0.02 tons.

There are some small countries and island nations with very high per capita emissions but the figures are swayed because of the presence of air bases, international oil refineries and chemical plants etc. If these countriesd are also taken into account then the US Virgin Island tops the list followed by Qatar and the UAE.

Im not sure about lowest, but the US is currently in first place, followed closely by China with India in 3rd place.

Now those are as a whole. Now if you want to talk about CO2 per capita (per person), the US is very very very far ahead of the rest of the world.

Methane is released in far more amounts than CO2 (which most here are referring to). Methane comes in large part from animals (including humans) and third world countries produce large amounts.

The global warming is a scam. There are very small amounts of green house gas. The plants have done a great job.
