1. You don't need a license to register a car. It's a common misconception that you do but this pretty much proves the point.
2. No, insurance is void if the driver is not legally licensed. Again, you don't need a license to purchase insurance but you darn sure do need one to drive the car and be covered by the insurance.
If she is caught she is subject to arrest. The cops may cut her a break on the arrest due to her age but they'd be fully within their rights to "cuff her and stuff her." The vehicle would be towed to the impound lot if it was on a public roadway. If she's in CA, it would automatically be impounded for 30 days on a first offense.
You obviously haven't tried hard enough to take the keys if she's still driving. She won't see it that way, but you're doing both her and the public a service by getting her off the roads. If she has an accident she could lose everything since her insurance will be void.

insurance doesnt cover anyone with a license, and if they keep catching her alone she will eventually get arrested or sued and if someone with a license is with her they will get arrested too, thats the law i found that out when my grama kept on driving , when u cant pass the requirements it is over. sorry i couldnt be more help ful. i also live in illinois and the law here SUX!!!!!!!!!!!! and they will keep renewing the plates because it is a car u dontu have to have a license to have a registered car u just cant drive it lol , but someone else can u guys gotta find her a driver or another way around like one of those little wheel chair scooters.

Insurance will probably not cover in case of an accident. You could call the insurance company and ask them what will happen. Getting plates does not require a licence but driving it does. She could lose her home if she gets in an accident and the insurance company refuses to pay.

she could get arrested. they keep renewing her plates because its an automatic thing. and no, they will find every reason they can not to pay the claim. i'd suggest calling the state before she renews the plates again and let them know not to renew her plates.

NO, they wont cover the claim unless you lie about it...Good thing I moved from Illinois if she's still driving..It isn't hard to disable a car...cut the plug wires first......They'll renew her plates till she has to take a drivers test,very hard to pull plates in that stste...
