No one wants me to drive there car and i need a car to practice in in order to get my lisence. even though they wont let me drive there car they were willing to drive with me in my own car therefore i will need to find an insurance first.

You do NOT need a license to buy a car, register it, or insure it. You ONLY need the license to drive a car.

BTW, your friends' insurance normally WILL cover you while you are operating the vehicle legally. If you have your permit and a properly licensed driver in the seat next to you then the owner's insurance is in full force and effect.

I have not heard of an insurance policy for a person. The cost is based on the vehicle you are insuring. You can check with some companies but doubtful you will have much luck. You may want to take a Drivers Education course that includes the driving portion. You would be insured while in the class. (at least in their vehicle)

Most insurance companies will sell you a policy without a license but they will give you certain time frame in which to obtain your license or they will cancel the policy. Your best bet is to follow the advice of a previous poster and go to a driving school where you can use on of their vehicles to practice driving. Of course, you will still need your car insured when you go to the DMV and take your driving test.

Call a local agent and they can discuss your options with you.

No doubt the easiest way to get insurance quotes is on the web.
Why would you waste your time on the phone calling around?
the last time i needed quotes on insurance i used one of these comparison sites and it was great.
this is the site i used and it was quick like less than 5 mins.
The last thing I want to do is listen to elevator music while waiting for a salesman.
Anyway I got good quotes and ended up saving money so I was happy.
So shop around and compare quotes which is easy on the net.

you have to check with your local driving license place.laws i each states vary.check,it only take a phone call
