YES. Artist is the key word here. One must possess artistic skills to create respectable work, worth its permanency on the skin.
Now if you want to just be a mediocre flash jockey, then no artistic skill is required.

Actually, no.
A tattoo artist needs very good hand eye co-ordination, something most artists possess. But the only thing they really need to do a tattoo, is be able to draw straight, steady lines.
Now, if you want to be a great tattoo artist, that's a different matter. A great artist and a great tattoo artist are the same thing.
Personally, I have not met that many tattoo artists who are aslo great artists, they tend to be just people who can draw straight lines. It's unfortunate, because only great artists should do tattoos.
So it shouldn't be a wonder why there are so many badly designed tattoos are there...

Yes you do because there will be times when you will have to custom design a tattoo not everyone wants one off the wall..not only that but theres the shading and the style there are that many different styles out there now years ago there was standard old skool but now there is tribal, traditional, japanese etc etc
go talk to a tattooist or just observe them and you will see or better still buy a tattoo magazine and read

hi there... yes you do need t be good at art... you would have to draw many peoples tattoos befor making the stenil. The you need to know how the colors should shade and how to do it. you need to kno wabout perspective and how to make everything look even.. and not out of shape.... In fact i would say you have to be excellent at art not just good... Look at the portrates Kat von dee puts on people.. they are near photographic quality... I dont think yopu could do that if your were not good at art.... poor art would equate to poor looking tattoo..
Yes you have to have a steady hand .. but its not just dragging the needle across the skin.

I would say yes. I had a girlfriend who had a brother that was practicing to be a tattooist and he couldn't draw worth a lick so he'd wait till she'd pass out from drinking and then he'd practice his art on her and she was a fricking mess! He finally spent the $$ for art school and he came out alot better in his profession although he still can't tat as well as others but people will pay for anything and he keeps his head above water when it comes to his business.

generally you should be pretty good, because there will be times where you need to trace, help design or even freehand complex ideas or pictures.

Honestly, not that great. All you need is a steady hand and be able to drag lines with your machine steadily. That's really all there is to it.
