YES, NOTICE I SAID POWER EVERYTHING!THE SEATBELTS ARE RETRACTABLE, THEY WON'T MOVE EITHER WAY, UNLESS THE CAR IS ON.IT'S KIND OF HARD TO GET OUT OF THE CAR IF THE SEATBELTS DON'T WORK.

Auto seat belts usually work using the door switches, which also control the dome lights, which often share a common fuse with the radio. Does your dome light work, or does it work only with the key on?

My guess is that your ex blew a fuse, then wired the accessory and constant power wires together in the vehicle. The radio needs to be re-wired, then the fuse replaced. It may be located in a fuse box under the hood.

That makes no sense. Either you have retractable seatbelts, which only work when the car is on, or manual seatbelts that have nothing to do with the electrical system. And why do you need seatbelts when the car is off?

I'm guessing you worded your question wrong...no I'm hoping.
