is it wrong for a guy whos 19 to like a 16 year old girl and not for sex but for a relationship?

no personally i dont think that would be wrong. as long as the intentions are good. but honestly, if you really like this girl age shouldnt be an issue at all.

No it is not but you have to be careful, just because you know it's not for sexual reasons, other people probably won't.
You have to watch out that the parents don't call the police on you and one wrong answer from her that you did something against her will, and you go to jail.
But it's not wrong as long as the people around you guys understand that.
A tip would be not to hide anything from the parents, be honest to them and let them get to know you. That might help a little bit.

Sure but be careful. If it's illegal where you live for a 19 y.o. to have sex with a 16 y.o., then you don't want to be alone with her, in case someone accuses you of something. To be out in public is okay though.

relationships lead to sexual feelings......I think that it is an interesting match up....college and high school are totally different realms. But if it works... great for you!
