If he's a small kitten yet, their mom helps keep them clean. Get a rag or wash cloth, make it wet with hot water, and gently clean his butt off for him. He'll get the idea in a little bit.
Don't use soap, it's too hard to get out of the fur without a full bath, and he won't like the taste. Just plain hot water, and a disposable rag or a washcloth you can launder later. Paper towels fall apart so don't use those.
You don't need to do a 10 minute job back there, just a dab and stroke motion for about two minutes and he should be a lot better. Do it again in a few days. Eventually kittens learn to do a complete cleaning, but at two months, he's still learning. Be gentle with it, and calm. Grooming is a social time and relaxing for cats so shouldn't be high energy.
It wouldn't hurt to use a soft brush on his fur too, so he feels good all over.

The answer about Worms is a good one,(he's a wee too young?) although I wonder if a Urinary Tract infection maybe an issue also. Is he urinating and pooping regularly? Is there water available for Mommy and litter? He's getting all his fluids from Mom so Mom needs to be 'stocked' with a cats' usual needs, and more. If Kitten cannot or will not do water, try a rodent water bottle; might be easier for him. Definitely need to get him into a vet. UTIs, worms, anything at that age can be NASTY.

You need to take him to the vets.
At 8 weeks old he should be ready for his 1st vaccination and be wormed, in any case.
You have not stated whether his stools are solid or runny and I would not attempt to 2nd quess what is wrong.
If his motions are runny, try him on a diet of boiled chicken (no bones) and plain boiled rice for 3 days and clean water only, no milk.
You should bath/clean his bottom with luke warm water and cotton wool, if his backside looks soiled or inflammed.
Do please take him to the vet for a check.

My new kitten had that problem too. It turned out that she was just inexperienced at washing herself "down there".
I found some "kitty wipes" in the pet section at the grocery store. They are just like baby wipes but are safe for cats. I used them for a week or 2 and she eventually learned how to bathe herself.
Check with your vet though just in case.

It sounds, or at least in your case smells, like worms, have you wormed him yet? If not buy some worming stuff from the vets and have him seen, the vet will tell you the correct dosage and type of wormer.

I wold take him to the vets,dont just buy over the counter wormer,its not as good and you may give him too much.
