considering the fact that rats can chew through about anything, including some types of metal i'm not sure there is a way to rat proof a room for them, but you could try to put a tough type wire mesh with small holes on all the walls and door(the kind used for building floors of breeder rabbit cages the wire is sometimes called baby saver wire because it is tiny and baby rabbits wont fall through),they probably wont be able to chew through this, but it would have to be covering the entire walls and door as rats are also excellent climbers, sounds like an expensive project but if you are determined to let them loose in a room i dont see where you have a choice but to cover the walls with something they cant chew through,as for toys,i buy my rats parrot toys, they love the dangly toys that attach to the perches or top of a parrot cage the type with bells, rawhide and blocks of wood on them,it gives them something to climb on and chew as well as the bells to play with, mine like to chew the bell off the toys first and carry them around endlessly, also i buy them cat toys like those little plastic jacks, the thingys that are shaped like toy jacks only are made of a bit ruggeder plastic, they carry these around alot too,any cat or dog toy amuses them, little balls with bells in them, those fake mouse toys with fur, basicly anything that is small enough for them to pick up and carry or push around

Our rats love cat toys, esp. plastic balls w/ bells inside, hanging cardboard boxes they can climb into, paper towels & hammocks. Our little hooded girl enjoys playing with the plastic cap from a can of spray cooking oil.
As for rat-proofing a room, make sure there are no electric cords or wires where your little ones can find them. No houseplants unless you're sure they're not toxic. Nothing that could be harmful for them to chew on. Make sure there's not enough room for them to sqeeze under the door (we've only got 1 interior door that's secure enough). If they climb onto shelves (our girls enjoy this), remove anything they might be able to knock over & onto a rat below.

You have to make sure that there are NO open wires and cords.
They will aslo chew on carpet.

I put box's with holes in it so mine and my brothers rat's can look out of them and get out and they like to play peekaboo in them. and they also like to sometimes play tugowar with each other with straws.
