There are high school and college french clubs all over the US. Choose a college you believe in and write an email to the French Department. I'm betting they have a club, and the club will be delighted to share emails and even IM with you.

As to actually speaking, as in real voice communication, you can offer to share that if some of the club members have free long distance phones. But you realize it would not be polite to expect them to pay for phone calls.

You might also work on saving the money to visit the US, and go see New Orleans, where most of the french-speaking Americans are concentrated.
