EDUCATION, EDUCATION, etc, etc. They won't even look at you unless you have an outstanding educational back round. Along with that, you must live a squeaky clean life. If your considered for one of those positions, they will investigate you back till the day you were born. Any skeletons in the closet will be revealed. One skeleton will eliminate you from any possible contention for the position. SO: live a good life, and get smart and you have a shot.
