Seriously, dude...
You have two alternatives here
A) First, in your picture window, you'll see a drop menu that says "Filters". About half-way down that, you'll see things like "Glass Effects" and "Light Effects" and "Distorts". Try those. From what I've read, probably the closest thing to PS's 'liquefy' tool is "Iwarp" (that's an "i", not an "L" at the front of the word. You'll find it under the "Filters - Distorts" window.
B) Your second option, if you're a big PS fan, is get a FREE copy of Gimpshop, which is a PS emulator using the Gimp as a base. You can read the article on wikipedia for more info. You can download Gimpshop at www. gimpshop.net
