They don't bury it? Try putting out some moth balls. The problem is that your neighbor has 14 cats and often a cat will not want to go in anther cat's space. I doubt she has 14 litter - boxes.

Other than tossing some dirt over it, it's fine. My flower garden is poo & pee central for the neighborhood cats and it blooms and grows like a jungle so it's fine with me. Most of the plants are chest high out there and leafier than the neighbor's flower garden.

If they don't cover, the ground may be too hard to work up the dirt, so it's not their fault. They have soft paws and don't dig like dogs who use their claws to get the dirt loose.

Since cats don't want to go to the bathroom within 50-60 feet of a food or water source, try putting out a bowl of fresh water at both ends of the garden. Most cats won't go to the bathroom close to where they drink so you'd get them to do it elsewhere.

The poop isn't caustic like dog poop, so plants really like it, but if you don't want the mess, just use a trowel to put it into the mulch pile.

You could buy river rock or crushed brick and place a layer of it all in the garden where there isn't a plant you want, this would also discourage weeds.
