Can the handle bars be flipped around on a Redline Junior to bring them closer to the rider?

There are two things you can do. Either loosen the bars to roll them closer to the rider or turn the stem around. If you turn the stem around 90 degrees you have to be careful to readjust the headset properly. Look at this video http://www.expertvillage.com/videos/tighten-headset-bicycle.htm
or research other sites to help you learn how to do this. If you are not very experienced I would definitely suggest taking it to a bike shop to have them do the work as you can damage the headset bearings if you tighten the headset too much.

i dont think so, i heard bmx riders just bring their seat up so it's closer to the bars

You could also try changing the stem.
