We have the chance to make a brief visit to a friend while we're between planes from 10 am to 8:30 pm.

Can it be done and return a rental car, too?

From Frazier Park you might want to consider just using either the Flyyaway bus by parking at Van Nuys thereby avoiding most of the traffic Or, take the Kern Transit bus to Bakersfield and use the Airport Bus of Bakersfield which has discount same day round trip tickets and would allow you to let someone else do all of the driving and save parking costs. Hi, I work at LAX. Frazier Park is about 75 miles from LAX. You go north on the 405 and the 405 merges with the 5 and you just continue to Frazier Park. You have plenty of time. About 9 hours. Make your rental car reservation ahead of time. You can take a shuttle to the car rental place and they will direct you to the 405 freeway. Its very close to them. Two hrs or less driving time (hopefully there are not accidents). And return the car and they will bring you back to the airport in their shuttle. Yes, its very do-able.

I think you should ask your friend to meet you at the beach.
They don't have a plane to miss. Even better, they meet you at the airport..
If you can get out of the airport by 11:00, you can be in Frazier park by 2:30. You' want to be a LAX by 6:30. To be safe you should leave FP by 3:30, 4:30 at the latest, doesn't seem worth it. I could be wrong, I'm not a risk taker.
Edit, I didn't see you wanted to leave at 6, thats after most traffic, but pushing it.
