NO. It is illegal, the method you are talking about. The use of a bug zapper which is 120Volts AC would just short out.
The fish stunners like an electric eel work by causing a current to pass in the water. An electrode is run on each end on the boat as to cause an electric current to pass through the water, Direct current is most often used.
Not very sportsman like and a little mischievous I would add, sounds like something I would have done when I was 10 years old.

First I'll warn you that killing fish electrically is very illegal, but most fun things are, aren't they?
Using a standard bug zapper won't work, the water will just short out the circuitry.
However, I have seen my uncle "harvest" fish on several occasions using a technique simpler to the one you are describing. I don't know what this device is, or where he got it, but it works. He attaches it with wires to his truck battery and throws it into the river. It's a disk about the size of a can of chew tobacoo. Any fish within 10 feet of the device are stunned and float to the surface.

Why would you want to? Do you need food that badly? Is that the only way to feed your family? Fishing is a SPORT. It requires patience, practice and perseverance. What your method requires nothing but an electrical supply and an idiot to put the ELECTRICAL DEVICE in the water and a net. I think it would be more fun to go to the grocery store to get fish. Remember, ELECTRICITY AND WATER DO NOT MIX WELL. And your idea to RAPE a lake is illegal and well just plain WRONG. If I knew when and where you were going to try this I would report you to the DNR as a poacher.
BTW Cory, I would report your uncle too.
