A good place for you to go to getr some ideas on how you want to set it up and what you want it to consist of is other websites that are in tune with your idea.
The only time you would need any official legal document or any other type of "evidence" is if you were making a direct accusation against any one person which causes them to lose something because of it.
For instance~ I ask a question about police brutality and a bunch of cops reply on an open public forum that I am a criminal, they have no evidence to back that up and they could never obtain such evidence but I can not take them to court and sue them unless their lies and accusations caused me to ...for instance lose a job or something like that.
You can't sue someone and win just because they hurt your feelings and made you mad.
Most web sites such as the one you are thinking of starting have many different forums for people to visit, some of them contain specific cops and depts. others are news reports and others are questions such as what yahoo has going here.

Corruption is like a disease in India, which is spreading fast and killing honest peple indirectly and harming the economy and growth of our country. There has to be something where moral values and voice of conscious should be awaken but it will take time. A group of honest people who want corruption to end in India and do something about it can surely be a small step to end this deadly disease. If everyone is fighting their battle alone will not resolve such issues. Create Support Groups to put such people behind bars. In India, everyone has got used to tolerating injustice and those who do stand up for their rights are killed or harmed in some or the other way.
This is the reason why nothing has happened in Nithari case. Who is listening to the pains of those parents who have lost their children? Everyone has got busy in their daily work and no one has time to think about the benefit of the society and want to think of their own benefit only. At the end of the day, who can one earn more money even if it means to harm others or play games to hurt others.... voice of greed for money is louder than voice of concious in India. ...and this is the reason why voice of concious is somewhere dead among corrupt officials.

If you have all such information with appropriate evidence the go ahead built a website for every one to check how much we are surrounded by corrupt officials. Mind you any information you give in this website should be based on genuine piece of evidence otherwise you will be trouble & innumerable criminal & civil cases amounting to defamation will be filled against you by all those officials named & about whom information given in this website.
