It means "Sit there like a passive sheep while we come in, raze your villages and rape your women and girls, take your men as slaves or kill them, and forcibly convert you to our new religion Christianity - or we'll kill you if you resist."
It's suppose to actually be the antidote to the Jewish "Eye for an Eye" thing, but it isn't, because "Eye for an Eye" in Jewish law meant then, as it does now, that if someone puts out your eye, you take them to court and are compensated monetarily. It never, ever meant that the person who put your eye out would have to have his put out as well, like Christianity teaches that it means. Just another bit of propaganda on their part meant to show Jews as mindless savages who cannot think outside their dry box of the law.

Jesus was teaching that a Christian does not need to pay back blow for blow, retaliating, taking vengeance. He was inculcating the principle of avoiding quarrels by not replying or reacting in kind. A slap on the cheek is not intended to injure physically but only to insult or to provoke into a fight. Jesus did not say that if someone strikes a Christian on the jaw, he should get up off the floor and hold the other side of his face for a target. What Jesus was saying was that if anyone tried to provoke a Christian into a fight or argument by either slapping him with an open hand or stinging him with insulting words, it would be wrong to retaliate. This is in harmony with the statements of the apostles, giving further emphasis to this principle.—Ro 12:17-21; 1Pe 3:9.

I believe that is in Mathew of the New Testament...they were trying to change how people acted toward each other but went off the deep end.
He was saying to 'turn the other cheek' and not give "an eye for an eye", etc.
