I have an electronic tuner but there is no setting for Sharps.

It's simple, the fret note that used to be a G# will now be an A note! Just tune it to an A, and when you play that string open it will be a G#! I do it all the time! If you watch the bee gees in concert, you will notice that Maurice Gibbs uses an open E tuning, and his brother uses the regular tuning!

You could tune it to the B string, hold the B string in the eighth fret and that's G sharp, tune your third string the G to that, I've never played in open E tuning, I've only played in dropped D tuning.

Are you saying that you cant turn the peg any more because the string is as tight as it can be? Perhaps you have the wrong string on the peg in which case you can simply replace it. If the peg wont turn because it's broken then you'll need to get it fixed. One point tho. I was always breaking strings. I kinda learnt to work around the missing ones. Sometimes it makes you come up with interesting stuff. It defo makes you learn where all the notes are. Good luck!

Tune the Open third string to the fifth fret of the fourth string (D) or tune the open third string to an octave below the first string (in case you've already changed the fourth string to an E)

You can also tune the open third string to the fourth fret of the fourth string if you've already changed that to an E.

Buy a Korg CA-30 electronic tuner. It's great for standard and open tunings.
