they are just very loose and really giggly and bubbly.
1.giggly

3.can't walk straight
4. bad reflexes

its difficult to know for sure as people act in different ways once they have consumed alcohol. Depends how much they've eaten. Generally if you smell an overwhelming alcohol smell on their breath, and they are having major trouble keeping coordination these are classic signs. Although there are many people out there who pop pills which also have a drunken effect on a person's coordination, and yet still there are some people who are very good at "acting sober." No matter how much they've had to drink, usually you wouldn't know unless that person gets violent or does something else completely out of character. Even though alcohol is a "depressent," it does make some people hyper or manic.
Just try to hone your observing skills.

for most people, you'll know they're drunk when they begin to exhibit characteristics that are unusual for them: extroverted people tend to get quiet and pensive, introverts become the life of the party. with ANYONE when you hear slurred speech its time to cut them off. if they can't walk straight: take their keys. if they black out: call the cops.

1. smiling a lot
2. talking with eyes closed
3. extremely conversational
4. discussing the finer points of the universe and time travel
5. giggles
6. exhibitionist
7. black out

I consider them drunk when they start telling me how good a shape I am in and what a handsome studly youthful man of 54 I am.
Then I join them and get drunk so as not to embarrass them while they are too blind to see.

I think one way to tell that a person is drunk is when they loose self control, they get this courage from who knows where? and act like they are invincible

If a friend of yours mentions how unattractive someone is and then hours later they hook up- then they can be considered drunk.

when they do things thats stupid and irresponsible. altho some people don't have to be drinking to be doing this actions but then you can consider them drunk, too.
