He was painting the outside trim and didn't think to tell me to open and close the windows a few times. Now we can't get any outside air when its nice outside.

Use a blade and cut the paint were the window opens....

Take a sharp utility knife and carefully cut the seams and you may use a stiff puddy knife to pry with. wigle and work it, it wil come open, Never draw the knife anywhere towards your body or body parts, By time your mind says stop you will have already cut your self.

Maybe you can get him to go out and take a flat screw driver and break the paint loose.
