A chihuahua is naturally the smallest breed of dog! I myself own one and they are great! They are often called a rat dog mostly because they are exremely small and the short haired ones look like rats. Chihuahuas are excellent dogs and I highly reccommend getting one for yourself they are a thourough joy! They can weigh up to nine pounds but I have heard of a few cases where they end up weighing up to 12 pounds. They like to burrow into the blankents and they come in a wide variety... they are great! According to the Chihuahua FAQ, not only is the Chihuahua the smallest breed of dog in the world, it's the only "natural" toy breed. That means that the Chihuahua is naturally small and, unlike toy poodles and other small dogs, it hasn't been purposefully bred to be a smaller version of a larger breed.
Chichuahuas can weigh up to nine pounds, but must be less than six pounds in order to compete in American Kennel Club shows. The dogs are usually between six and eight inches tall. They can have either smooth, glossy coats or long, shaggy coats, and both varieties of coat come in many solid and patterned colors.

If you mean, what is the smallest breed of dog overall, it's the chihuahua. But all of the record-holders for the smallest dog in the have been chihuahuas, too, so that would be the answer, regardless:

The Guinness Records website currently lists "Big Boss", a Yorkshire Terrier, as the smallest dog in the world. Big Boss was listed at 11.94cm (4.7in) tall when guardian Dr. Chai Khanchanakom from Thailand registered the toy dog with Guinness.

Chihuahuas have the smallest average size, but I have seen many Yorkies and Pomeranians who are smaller even than the average Chihuahua (for example, my coworkers 8 year old Yorkie is exactly 3 pounds).

"Ondra", a Chihuahua who was once the record holder for "Smallest Dog in the World" (Guinness Book of World Records) was accidentally given a fatal shot of the wrong medicine by a veterinarian in Olomauc, Czech Republic last year. The injection, which was a vaccination, caused Ondra's health to deteriorate rapidly to the point that his guardian Miloslava Vasickova decided to have him put down.
