He is just getting adjusted to his new surroundings. Give him lots of attention. I have had mine 6 years, this is his 4th home, he sings, and whistles, but never talks. He doesn't need to, he get everything he wants without talking. Sometimes it does sound like he says "NO", when I tell him to "get down from there". Because he climbs on everything, all over the house.

Just give it little time... He's in new place. As soon as he feels more comfortable with his surroundings he'll talk, and then it'll be hard to keep him quiet. =] I 've had cockatiels for many years, and even hand-raised one of their babies... They're a fun bird!

believe it or not try talking to the bird for the whole day. if you want him to say pretty bird or here kitty kitty. for the whole day you will have to say this to the bird the bird will start to mimic you that way.
