I'd wait 3-4 months. I think this is a reasonable amount of time to know how you both feel about each other.

She should wait until she is sure the relationship is more than just about sex... and she should be at least 17 or he can go to jail, at any age.

Not too soon. I'd say odds are good to not do anything the first date if you want to see the guy again, but also there's not any set of rules to follow. Just respect him and yourself and you'll figure it out.
