sex between a husband and wife is not considered a sin in God's eyes. So no matter the circumstances I would say no it is not a sin.
As long as it is incentive and not taken away for no reason then you just have a fun happy sex life. There is NOTHING wrong with that. However, If you are telling him that he can't have any unless he does _______, then you are being mean. And I don't think God would care about the sex part as much as he does the mean part.

At least he gets laid before having to fix the roof! That is a hell of a lot better than having having to fix the roof and not getting laid.
And ---- What if he falls and dies - it is still better to have died laid than died unlaid. I see it as a win win and God can kiss his just got laid azz.
Then again, if they have sex so infrequently that her using sex as a form of manipulation just goes to show that they have relationship issues and probably not such a healthy marriage.
If they have a healthy relationship manipulation shouldn't have to come into play at all. They should be able to communicate, get the roof fixed and have a rockin' time in the sack without the bullcrap.
Maybe it is time for someone to start talking to their partner, Hint, hint.

Hey, it's part of the play between a man and woman if you ask me.
I'd have no problem with my woman using sex to get me to do something.
In marriage, sex can be sacred. But there should be times when sex is just playful. It should be fun and recreational. And if you wanna throw some bargaining in the mix with it (between you and your spouse) maybe it should be one of those times when its not taken so seriously.

you must be one of the religiously indoctrinated folks to ask a question with the simplest answers. it it wrong for man and woman who are married to each other to have sex at any time of the day ? people need to free their minds from that religion and see it for what it used to be and the fact that most reject it and all other control apparatuses of the mind and heart. most people fear man more than god lok at the choices we make. fight bushes war and not gods war of souls or whatever it is u believe. kill for money sex tha acts of the religious is worse than those of the non believers of religion. go figure. oh wait u can't its to easy umight make an error and go to hell 4 it.

Just because you are married doesn't mean that sex cannot be selfish and sinful.
If you use sex to get something from someone, that is a misuse of what God intended for sex. Same goes for withholding sex to get your way. Sex in marriage is about mutual self-giving, not self-centeredness
