Phased withdrawal, probably over 6 months.
Rotate out the units currently scheduled to leave on schedule. Don't rotate any more replacement units in.
Consolidate forces, handing off current duties to Iraqi forces, and prepare the Iraqi military forces to cover the final withdrawal.
We're still be leaving about 10% in the Green Zone as a military detachment, so it's not a complete withdrawal.

Depends on how the war ends.
If it goes something like it was planned to, it would be best ended with a phased withdrawl. Security would be handed over to Iraqis, while the US presence would be increasingly limitted to bases. But it would never be a complete withdrawl. Getting bases in the region was part of the point.
If the war ends by Congressional edict or outright de-funding, it might have to go a lot quicker, since a phased withdrawl in that case would, at some point, leave the remaining troops too vulnerable. It would also be a complete withdrawl, of course - but for any prisoners captured on the way out.

We should withdraw from IRAQ in a way that makes it CLEAR that we have beaten RADICAL ISLAM in IRAQ and that we comfortable in leaving the U.N. sanctioned ELECTED IRAQI Government in a stable position to govern and protect itself from all but the most blatant attacks by insurgents or it's neighbors.--IRAN AND SYRIA.
To do any less would invite RADICAL ISLAM to CLAIM victory and use it as a RECRUITING tool at the MOSQUE around the world and encourage them to go after the West in other countries.---knowning we will eventually leave that country.

Cordon off greater Bagdad, evacuate everyone through checkpoints to catch bad guys, pull the pin and drop 50 MOABs on the city. Then do the same with all other major cities in the country....
Then a carefully controlled "redeployment"...
