he is unable to hold or control his poop when i pick him up he does it in my arms, are when i put him down he will uncontrollably....there is a white inner eye lid that covers both his eyes at times... he is eating and drinking well

That is a bad sign. If he doesn't get the diarrhea under control he will die from dehydration. And if it is due to any kind of poisoning he could go into renal (kidney) failure which is fatal.
Inner eyelids are a common feature in cats and has nothing to do with illness but the other matter is serious. Take him to a vet. Now.

Do the responsible thing and take your cat to the vet.
Diarrhea over a prolonged period of time can result in death!

Take him to the vet immediately! I don't know what's wrong with him, but it sounds like it could be an infection or a neurological problem, and both of those are bad.

You would have taken him 2 the vet already if you really cared....
Is he old?
Atleast call the mobile vets, poor thing....
