It depends. To a morning or afternoon wedding a skirt or short dress is fine. For evening, you need a formal short dress or a long dress. Evening is the more formal time.

It depends on the wedding and the time of day. After 5pm it would be better to wear a dress because it is likely to be a more formal wedding. But before 5, its up to you.

Long dresses are more formal than skirts. I would have to know more about the event and see the invitation to decide how formal I was supposed to be. When in doubt it's always better to be a little too formal than be the only one showing up casual.

i think it depends on the people getting married. if you know they don't have a lot of money very informal is fine. i've gone to weddings where i'm the only person outside the wedding party wearing a dress. i would base my attire on what you think the wedding families will be wearing.

I usually wear a cocktail dress to a wedding. If it's a day wedding/reception, you can wear a summery dress, but for nighttime, a cocktail dress is good.
