I found it on a tiny toy I bought at the Japanese Tea Garden of San Francisco. The toy is a tiny home with two kids(?) and a small window.

It's "交通安全(koutsuu anzen)" in Japanese, which means "traffic safety".
It is usually written on the lucky charm for safe driving. Some Japanese car drivers put/hang it in their cars.

composition:
交通(koutsuu) = traffic
安全(anzen) = safety

it is a popular phrase used in lucky charms also !!
