i always thought it should be the other way around...but why is it that most men's legs/thighs are smaller than womens?

It depends on how you determine size. More woman tend to carry fat on their thighs more than anywhere else. men tend to carry fat on their stomachs.

In terms of muscle, If a man a woman worked their legs the same amount as a woman the mans legs would be bigger.

I think there is a slight misconception, there is no such thing as mens legs are small and women's are taller. The body proportion of either sex is in comparison with their age, genetics, and exercise routines. The body develops with age so does a person's height. When a man or a woman gets enough nutrients, he/she becomes tall. The legs are proportionate to the length of the torso or nearly equal. I have not seen any woman whose legs are longer than her body from the head to the waist.
The appearance of a man's legs are muscular and more stronger than a woman's legs which are lean and shapely. Well of most women.
There are cases of men and women who have short legs and hands this gives the impression of dwarfness.
There is a genetic involvement in the structure of the body. Most people inherit their body shape and size through their parents' genes.

It depends on which men you are looking at and which women! The men I know have bigger thighs and legs than I do and I'm an average sized person for my height.

Because womens bodies contain a higher body fat percentage to support a baby! It all goes back to our ancestors. Men did all of the hunting/gathering of food, and women nutured new life. Naturally, men needed more muslce in proportion to fat in order to hunt wild animals, work the fields for food, etc... Since women are designed to house a baby, and feed it during it's infancy, womens bodies retain much more fat naturally. Fat is one of the building blocks of energy in the human body. Since the woman has more fat, she will be able to expend more energy in the case of pregnancy. Its just how we are built. In modern times we have an abundance of food, and fat storage in the human body is looked at as a nuisance, but it still very much aids in pregnancy and overall health. Many smaller mothers must increase food intake in order to give the baby the proper nutrition, due to the fact that they have minimal fat storage.

People with very low BMI (Body Mass indices) are more as you expect - women have smaller thighs, etc.

men are predisposed to store fat in the mid section, women in the thighs and legs.

We females have more places to store fat because we were programed to carry babies and most men don't collect weight in their legs as quickly

because women have babies. and our hips our predisposed to sit wider. we store more fat in our butt and thighs. guys in their mid section. women are meant to have curves (though its getting harder and harder to see with the worlds weight obsession.)

but that doesnt mean that, as women, we cant be in shape or skinny still; we GENERALLY lose weight in our waists before our thighs though.

i think noticing that in middle school and highschool is especially common because guys tend to get kinda gauky when they hit puberty and girls tend to gain a few pounds, grow breast, and become shaplier!

For equal height:weight Body Mass index.... men have less fat in their legs.

That simple.
