It depends on what you were caught doing. If you were masturbating then don't worry about it and lock the door next time. It's not a sin!!

OK, you feel bad, but was it that awful? Was it a crime? Or do you just feel bad for getting caught? Do you think you're the only person that's ever done this before? Try and calm down. As long as you keep reacting, you're going to continue to feel bad. Did you do something TO her? If not, it's not about making excuses or apologies. Calm down. I'm sure this is not the first time this has happened (to someone somewhere) and it's not the last.
Aren't you a little offended, having been intruded upon? What about your own sense of boundaries? Do you feel a sense of isolation or an invasion of your privacy? Isn't it a bit patronizing, someone intrudes on your space and it's all your fault?
What are you REALLY feeling? Disoriented? Startled? Shocked? Shame? Everything happens for a reason, everything working together for a greater purpose. What have you learned from this experience?
You were bored? Depressed? You need an excuse for something? This is a downward spiral. There's no big winner here. Draw your lines in the sand and drop it all ready.

Don't worry. That God makes moral laws is a popular belief but has no foundation in fact. The laws God makes are laws of physics like the law of gravity and their violation has very real consequences. Apologize to your sister for hurting her sensibilities but forgive yourself unless what you did potentially can harm another physically or mentally. Then make amends to that other and don't repeat the mistake.

You can always apologize if you have offended someone (whether it is your sister or God).
If you messed up, you need to "man up" and do what's right. Apologize to your sister. If you need to , phrase it this way:
"I'm really embarrassed that you saw what you saw, and I just wanted you to know that I'm sorry. I don't want to talk about it anymore. I just needed you to know that I sincerely apologize"
If what you've done is truly a sin, then you need to "man up" with God, as well. Apologize for your sin, and then recognize that God's gift to YOU is that He removes that sin from you as far as East is from the West (that's really far).
SO - ask for forgiveness from God (and receive it), apologize to your sibling, and then FORGIVE YOURSELF.
Hang in there,
~M~
