Some are, but not all. The Mini-14 is made with 2 different receivers requiring different scope mounts. The original mini- 14 requires a special mount that bolts on the side of the receiver after you have taken off a plate that is held on by a big headed screw. The newer ones called ranch rifles use the normal Ruger rings .
The 10/22 also uses 2 styles of top plates, both Weaver style. One accepts the rings for 3/4 inch tube scopes, and the other is for 1 inch tube scopes. The rings for the 1" tube 10/22 mounts also fit the Mini- 14 ranch rifle, but not the older mini- 14s.

If you bought your 10-22 new you shoiuld have gotten a scope base for free with your rifle. If you did, the base you were given is called a Tip Off base and it uses standard .22 scope rings only (These rings clamp to a 3/8" wide groove on top of the base.) Tip off bases will only let you mount the smaller .22 scopes that really lack power and light gathering qualities.
In it's place purchase a Weaver Brand 10-22 Scope Base at any Sporting Goods Store or online at Cabela's,Midway.com, Brownells.com they will only cost about $5. The Weaver style base is already tapped with holes that perfectly match those that are factory tapped on top of your Ruger receiver. Simply mount the base using the screws Weaver provides and you are set. After installing you can mount ANY 1" diameter tube scope on your Ruger, with any "Weaver Style Rings" not to mention you can switch scopes from rifle to rifle if you wish. The Weaver base is a universal base that will fit many style rings available on the market today! The base is also available for your Ruger Mini 14 making switching back and forth easy from that point on. This will alllow you to have the same "Rings" on both rifles! I'd imagine they are. The 10/22 uses a flat base Weaver type mount, and the Mini14 Ranch Rifle uses a regular weaver mount. The only difference is on the bottom side of the Weaver rail, not the top where the rings go.

If they both fit a Weaver base, yes.

However, scope rings made for a 10/22 are designed for a pretty light weight gun with minimal recoil. I would not trust them on a gun they were not specifically designed for, specially if the gun is of higher power.

the base is wha tmatters as long as u r using the same scope some rifles require different bases

Rings are generally 1"; what type of base you have and who made it would determine your set up strategy.

These days allmost everything is universal they all use the piatiny rail and allmost all scope rings are the same.
