The best place (if you have one in the area) is a Habitat for Humanity "Re-Store". This is a place where contractors donate old, out-dated, or extra supplies to charity. The contractor gets a tax break, and the money raised from the sale of the material is used to build homes in poor neighborhoods.

If you don't have a Re-Store in your area, you can try a major chain store, but remember, anything you buy on sale is most likely going out of stock, so get plenty now!

If you want cheap flooring for a basement or rental, look at VCT. This is a commercial-style tile. It is not very pretty, but for a rental or a basement, it can't be beat. It is about 30 to 40 cents a sq. ft., and it is very durable. I tile my rental property kitchens and baths in it.

Depends on what you want and if your doing it yourself?!

IKEA makes a nice, and cheep laminate floor
I have found a lot of great deals on closeout peal n press vinyl tile flooring at places like Value City, or Odd Lots...
For carpet most major cities have closeout centers...

at Home Depot of Lowe's, they usually have one or two types that are on sale or clearance because they aren't going to keep them in stock anymore, you just need to ask an associate. Also, you save the most money by installing it yourself. If you buy clearance, it's good to buy a little extra in case you ever need to repair any of it, since it is going out of stock.
