I'm a U.S. citizen, studying abroad in Europe. Can I bring back in my checked bag, a bottle or two of liquor without a problem from Customs in the U.S? Can I say and which would be partially true, it is a gift for someone over 21?

No, not legally. Even though you're of legal age in Europe, you aren't in the US and it's their laws that you have to abide by when you arrive in the country. You could omit it from the customs form, but if they catch you, you could be in quite a bit of trouble. I wouldn't advise trying to bring it back.

You need to be 21 to declare alcohol with US Customs. AND alcohol must be declared.

And as soon as you land in the US you are a minor in possession of alcohol.

I wouldn't try it. The national drinking age is 21, and they can get you even if you're only in possession of alcohol, not consuming it.

Don't declare it. If you get searched (which is unlikely) they will just take it away from you.
