By offering amnesty (5 years) to anyone who registered.
To stay in the u.s. you would have to meet several criteria:
1. Remain employed
2. Pay in to fed income and ss tax
3. Not draw on the social services system (food stamps)
4. Register name/family/next of kin/address/phone/employer and keep info up to date.

To stay after the 5 year period:
1. Granted if they have children in college and passing.
2. Allow each person to petition for a longer stay which is based upon type of work they do, need by our country, etc.

Deportation will occur:
1. Anyone convicted of any crime, even a misdomeaner.
2. Any adult over 18 who is not working or is not enrolled in school.
Exception would be mothers who care for children. A day care at home would qualify as a job, but they would have to pay taxes.

What this does is gives the people a chance to make enough money in 5 years to return to their country and make a life. It gives us additional revenues, which we currently are not collecting.

Employers who hire immigrants must:
1. advise immigration services if the employee quits or is fired
2. when they hire a new employee.
3. verifies address thru utility bill for all new hires.
4. notifies imm svc of change of addresses.
5. paychecks are mailed so addresses have to be valid.

Well if I had to implement this policy:

#1 .. You must swear allegiance to the flag
#2 .. You must pay a 3000$ processing fee
#3.. You must undergo the battery of medical exams
like all those that petition for a Green Card
#4.. You have to show the willingness to work within
the system's legal boundaries.

I would start with those 4 stipulations and then of course each state could chime in on a national referendum.

Um, I believe we do offer a Monitered Immigration Policy in the form of our immigration laws by which we accept legal immigrants.
GET RID OF THE ILLEGALS.

All we need is a few new laws that would imprison anyone aiding illegal aliens, including employers, landlords, schools, hospitals, banks, and any social services. If we started giving out severe sentences to the people who are helping them, and not fines... real time in real prison... they would be begging to get out of the country within a few months. I will monitor the program myself, and for no salary, if you would like!

All illegals deported right now. Anyone that was ever here illegally in the first place should never be given the opportunity to come back...even for a weekend. Then, we need to get that sorry excuse for anything out of the oval office.

Actually I read the answer above ( Alex ) and I really liked it and I am usually on the deport them side - but I try to be fair.

No other country would be so stupid, as to have open border, like this president, and both the house and senate wants. Who's looking out for American's ..it makes you wonder,doesn't it?
