it depends. the only person who wore a tuxedo at our wedding was my husband, we told the rest of the men in the bridal party to wear black suits and black shirts (we gave them ties in colors matching the 'maids). for my brother's wedding, the men in the BP are wearing tuxes, but they told the ushers to just wear suits. but I have been in weddings where the ushers wore tuxes matching the BP.
so, it depends on what the bride and groom want. and the formality of the wedding. if it's a super formal wedding, then the ushers should probably be in tuxes. if it's only semi-formal, tell them to wear black or dark colored suits, and maybe get them ties in the wedding colors.

Not always Honeybee. It was two months ago today that my bride and I walked down the aisle and neither I nor my groomsmen/ushers wore tuxs. We all wore the same colour pants and jackets. My wife is an artist and painted a sunset on all our ties that were also the same. Saved a lot of money on renting a tuxedo for one day and a lot of guys feel like they are wearing a monkey suit when they have one on.

If the groom and his best man wear tuxedos, then so do the fathers of the bride and groom and the ushers. But nobody is required to do that. Good dress suits are acceptable for everyone.

My husband is ushering a wedding tomorrow and he is wearing a tuxedo. So to answer your question, yes they do. BUT, it also depends on the formality of the wedding.

If the groom and groomsmen are then so are the ushers. Across the board no matter what type of wedding, they all should be wearing the same.

No. A nice suit is fine. The groomsmen wear the tuxedos.

Maybe this depends on where people are, but in last 20 weddings we were at, no ushers wore tuxes, just the groomsmen.

The groomsmen usually usher in which case they are wearing them anyway.

In the old days they did.
But this is modern day living. Tuxedo's are not seen to much at weddings. A nice dress suit is fine.
Tuxedo's are for the Rich and Famous set.

I've seen it done both ways. Usually, though, they just wear a suit.
