If I am on a cruise ship in the middle of the atlantic, can I call someone in Vietnam on my cell phone?

I don't think so...there aren't any cell phone towers out in the big blue.

when i was in the middle of the atlantic going from FLA to the Bahamas I quickly lost service off the coast of FLA. Couldn't call out or receive at all.

If you have international plan and a few hundred bucks to spend on a phone call sure.
Just email them and save alot of hassle.
