No, it sounds like a way of getting you to give them information. A company like Yahoo! would recognize that people might doubt the veracity of an email and wouldn't send you a notification like this without providing you with clear protections. The Dr. (Mrs.) thing at the end sounds to me like someone from a less-developed country.
