when i retired from the marines i was going to go south until i heard of thier immigration requirments at the time, to become a mexican citizen with duel citizenship i had to have a min of 10,000 in the bank, an income of 2,000 a month and a letter from the local police that i had no criminal record, this was back in the 90s,, have the laws changed since then

Well to legally immigrate to the US, you'd need to show financial ability to support yourself too. And you also have to disclose your criminal record if you have any. Frankly Mexico's probably par for the course.

Because Mexico is run by a few rich families that want to maintain their control over the country. If foreigners enter, they will take some of that pie those rich Mexican families are eating.
In addition, they don't have an infrastructure that can handle immigrants let alone handle their native citizens.

Becoming a Mexican citizen is comparatively easy. You fill out a form, submit it with a copy of your existing passport and FM-3 or FM-2, along with some photos, pay a fee, and wait. In a few months, you will have to pay a second fee, and sign some additional documents. Again you have to wait a few months. Finally you'll get the call to pick up your Certificate of Naturalization, at which point you'll have to surrender your FM-3 or FM-2. At that time, you can also apply for, and receive, your Mexican passport

Because Mexico wants only Mexicans to avail themselves of jobs and the limited opportunities that exist for its own people. Their southern border has the same problem ours does. People migrate illegally in search of better opportunities in the richer neighbor to the north.

They do not want anyone who will not add to their economy, or seek any benefit from their government. It is hypocritical, considering their frequent protestation of US law and our intent to see it enforced as well.
Mexico has a single, streamlined law that ensures that
foreign visitors and immigrants are:
• in the country legally;
• have the means to sustain themselves economically;
• not destined to be burdens on society;
• of economic and social benefit to society;
• of good character and have no criminal records; and
• contributors to the general well-being of the nation.
The law also ensures that:
• immigration authorities have a record of each foreign visitor;
• foreign visitors do not violate their visa status;
• foreign visitors are banned from interfering in the country’s internal politics;
• foreign visitors who enter under false pretenses are imprisoned or deported;
• foreign visitors violating the terms of their entry are imprisoned or deported;
• those who aid in illegal immigration will be sent to prison.
Listed below are the kinds of people who can apply for Immigrant Permits, with a view to taking up permanent residency in Mexico:
Retirees
If you are over 50 years of age, and want to engage in "non remunerative activities" and you are receiving funds from abroad (from a pension or other investments or fixed income) at least to the value of 400 times the daily minimum daily wage per month* and a further 200 times daily minimum wage per month for each dependent (e.g. spouse, children) then you can apply for a Retiree Immigration Permit.
Investors
You can receive an immigration permit if you are willing to invest your capital in Mexico. You investment can be directed at industry or services, and must equal a minimum of 26,000 times the minimum daily wage in Mexico City*.

Professionals
If you are a qualified professional, you can have your certificates validated by the Mexican Consulate and apply for an immigration permit to live in Mexico. You must be sponsored by a company who must satisfy the authorities that you are essential to their operative requirements.
Artists and Sportspeople
These people can apply for an immigration permit. Each case is considered individually and entry is at the Interior Ministry's discretion

They don't want to have to support non Mexicans & have lower class people laying aound scaming.Also the Mex= Gov wants to keep the money not give it.So why would you want to have millions of welfare & social services resepents in your country. Here The DEM'S want votes so that why there here.REP =big business, but they didn't vote to keep them here.An give them amnesty.
