I'm afraid that there is no other option BUT to allow their existence. Many, if not most, so-called HATE GROUPS are defined as such for the BELIEFS that they espouse. Americans have Constitution protections that insure their right to believe as they wish. Simply put, if belonging to these organizations were, in and of itself, a CRIMINAL ACT, then one's Constitution rights to Freedom Of Association and Freedom Of Assembly would hence be deemed null and void. For group members to be prosecuted, they must first violate one or more Federal and/or State statutes. Rarely, creative Federal prosecutors WILL CONCEIVE a way to apply RICO standards to groups, gangs, or organizations, but even at that, MERE MEMBERSHIP won't, in and of itself, be a reason for rank-and-file imprisonment.

Keep in mind that this is PRE Homeland Security constitutionality.

The way to combat a hate group is not to become a hate group... Fight them by speaking your mind, and in the court when necessary.

Hate is not a crime. Besides, if people weren't allowed to express racist or violent beliefs, how would we know who the kooks are?

People are allowed (in the US) to express any message of hatred they wish.

They are not allowed to turn that hatred into violence, or to incite immediate violence by their words.
