go save the little cats

I would try and get at good look a the person taking a mental note of anything distinguishing about him, features or licence plate of the car. If I knew what was in the bag and knew the water was near by I would probably put two and two together. I would say something to the man to stop him. If he preceded to drop them in the water I would scramble to rescue them. Then I would call the SPCA and report the man. By the way how did you know the bag contained kittens....and why are you asking this question for something that has happened in the past. You can't change the past so what did you do yourself in this situation?

Save the cats and report the man!! (Of course what I would really WANT to do is put him in a bag and drop him in the water!)

I'd make every attempt to save the cats and make sure I got a good look at the man's physical features so that I may identify him to the police or Animal Cruelty cops.

I would try to rescue the cats if possible. Don't confront the man as he may be dangerous to you as well as cats. Try to get a good look at him to describe him to the police. Call 911 and animal control whether or not you were able to rescue the cats. Thanks for being such a good person and I hope all goes well for you.

Save the cats sounds good, but is a little ignorant.
My family farms, and it's one of the unfortunate realities that on occasion, the feral cat population gets completely out of control on the farm. It's not uncommon to have upwards of 50 cats or more around the place. Feral cats do not make good housepets, and if you took them to a shelter, they would end up sitting in a cage until they were destroyed. You're all welcome of course to come out and pick up a car load whenever you want if you can't stand the thought of it, but I won't hold my breath.
If you have pets, please, please, please...have them spayed or neutered. Millions of household pets are destroyed every year due to irresponsible owners.

IN THEORY : I would go and save the cats and have a massive argument with him over it, take a picture of him on my mobile and give it to the police.

IN REALITY: Save the cats and drown the man!

Save the kitties, take note of the man's description/car and report him to the local animal rescue/humane society officials. There are more humane ways to deal with unwanted animals. People need to be educated enough to have their animals fixed if they take on the responsibility to own one.
