Go in govinda and gopala also means the five senses that means the protector of senses.That is the soul . The name also means the the protector of the earth because Go means earth. Actually for an avatar to happen is not so easy the need must be so much felt by the devotees.But we still think we can do everything ourselves. Unless the devotees raise their hand totally towards Him He will take the avatara. It is his problem and wish we cannot advice him to take a avatara we can only lift our hands towards Him and sing his glory. Krishna knew the importance of the cows how they were useful to man kind so he protected them . If everybody becomes aware then there will be no slaughter.

Yes, you are right the Krishna was a Gopalak and Govinda too - a manifestation of Great Vishnu .
He never claimed that he would punish the people torturing or murdering them and take an Avtara for this reason alone.
In Hinduism an Avtara takes place once in many centuries and when the mankind is at the verge Of extinction and Papa (Evil) has totally engulfed the earth and in our scriptures even the name time and physical description etc. are well defined in advance for the next Avtaras.
There is no imaginary concept - each n every event is backed with solid historical and archaeological facts.
Try to believe n have Faith.

Go Paalaa=savior/protector/sustainer of Cow—Earth—Wealth—Intelligence etc----If a person slaughters a cow and another person eat it, both individually commit a SIN (Paapam) in and they have to pay for it. The Prakruthi does it because of its Svabhaavam(Inherent attribute).The Universal Soul(Parama Aathma-sri.Krishna) is only a witness of the action(Karma Saakshi) and He can guide NOT to do a bad Karma but Not interfere in it.Every Soul has to get a reward (for good Karma) and a punishment for a bad Karama—it is why sri.Krishna says I will be present(Karma Saakshi) in Mahabharatha war, but I will not take a weapon and fight-because Para Brahmam has no Karma. A Judge is not daily interfering in Crimes-but he only punishes a Crimnal. An Individual has to pay for his/her Karma-it is the “Doctrine of Karma” and it is well established in Meemaamsa. Sr.Krishna also says in Bhagavad gita after dealing with Karma,Gjaana,and Bhakthi yogams again he talks about Karma yogam and says even God can not help a Sinner.

Who is being tortured, Cows.. ?? how do you know that... may be The torture you see here, is the expedition process, so that they take pain... and get liberated soon. They are lucky isn't it, as they are getting delivered sooner.
They go where they actually belong soon, and the ones who torture , They will go to places, where they can torture more and also will be more tortured.
Simple logic isn't it.
Now listen, Krsna is greatest mystic, he himself is manifestation and he himself alone is the complete nature, in such case... .. its is not plain to understand the reasons behind.
but still you can be bestowed by knowledge but only by his mercy... many ppl above have told you to have faith... please do so.. even i repeat.

one bhakta is tortured or a cow is tortured, God can not come down every 5 minutes.
He will come when Kaliyuga is on its peak and will kill all these sinners. This is a very big problem with believers that they take their own personal wars to God and expect him to fight for them. It is not happening like this as it is a wrong perception and god does not work as per our Code of Conduct

If he's supposed to protect cows, he'd doing a miserably poor job of it. If I was a cow, I sure wouldn't count on old Krishna to protect me. Why isn't Krishna standing in front of the slaughter-house blocking the cows from going in ?

Krishna it self is a divine name,by reciting it as you breath, mentally even , you get benifited.
He is the only ONE ,who declared HIMSELF to be GOD in our Epics.
What names can you give to God who is Nameless and formless.All names are his all forms are his.
So ardently call gopaala or govinga Or Krishna or by whatever name He responds.
