Yes. My husband had to do the same when we decided to get married, and I'm an American citizen!!
He needs to go to the base Passport Office (where abouts is he stationed?) and pick up a marriage package at the front desk. Inside should be a piece of paper that he and his commander will have to sign first before the can start the process of grueling paperwork on the economy.
...If I still have the paper, I can erase every pen mark and maybe I could copy and email it to you. That's if I can find it.
EDIT - He will also have to go to the Legal Office and get it notarized too. Also-if she's under 18, she needs to have an affidavit signed by her and both of her parents. That will also need to be notarized at the Legal Office.

Erik is wrong. The only time you HAVE to ask permission from your chain of command to marry is if it is a foreign national. Even if its British.
"Military regulations may govern marriages to foreign nationals while stationed overseas. These require that all members planning to marry a foreign national submit an application for permission to marry. As part of the application process, the alien spouse will receive a medical screening and a background investigation."

Yes he does have to inform his command of his intent. They require this information because she is foreign. It could affect many aspects of his career, like if he has a security clearance. I've never heard of the request being denied but they will have him take classes on marriage depending on his age. Also they will show him how to do the proper paperwork. They will help her with her paperwork as well. Thats what I've seen in my experience anyway. Hope it helped.

Ok, the friend needs to tell her fiance to get off his butt and talk to his command. They will tell them exactly what they need to do as far as marriage liscense, documentation needed to get her enrolled in military benefits and the like. Your friend should be sure to have a visa from her country of residency/orign..it will be invaluable. Tell her the only person who can get the information for her is her boyfriend. He will be told the most accurate and recent information regarding the rules and paperwork. And he has to tell his command about the wedding (permission is needed for some ranks but not others) as there is no other way to get her into military health care, get her ID or, when the time comes, allow her to move back to the states with him. If he is dragging or saying he doesn't want the military in his business, something is up...he knows better!

When I got married had to get permission from Highest officer on the ship as I am in Scotland but back then they check out your background don't know if they still do or not. I made it so she will as well and good luck.

Yes he does, as my husband had a Soldier who wanted to marry a German woman and they had to go through paperwork process, even when my dad was stationed in Panama he had an Airmen do the same thing , they do a background check ,medical screening (if im not mistaken) .
Didnt you ask this question for yourself few days ago? No matter .
Good luck!

Use to be that he would, but time has changed. The only reason for him to obtain his commander's permission now is if want's to go "Command Sponsored", which is recommended, or if they wish to marry in a military chapel.

nowadays no all he will have to do is inform the commanding officer of his intention to get married, its more of an unoffical request rather than in the old days were you had to have his permission, with the intervention of the human rights act he can no longer have judgement over your right to marry.
hope this helps.

Yes, he has to inform his chain of command. If you get married in Danmark instead of Germany, the paper will be minor.

since she is not an American citizen yes, his command absolutely needs to sign off on it, especially if he has a Clearance. he can get into a LOT of trouble otherwise.
