is there any scientific organ or explanation for common sense or a conscience as some would have it? Why do we believe that killing a person is just wrong, or stealing someones handbag or having an affair?

Because it is the wrong thing to do - and not because some fairytale book says it is but because common sense and common decency tells me it is ...

I, like most members of society, follow the laws of the land cos it creates less stress to do so.
Societal laws, in the main, have been worked out to benefit the most people as far as safety and security goes.
Don't for one minute think that The Goat Herders' Guide to the Galaxy had anything to do with our current laws.
The 10 Commandments talk more about worshipping an immature insecure little tin god than about morality or about doing the right thing because it's the right thing to do.
The truth is that Christianity did less for culture and progress than any other 'world religion'.
If it had been left to Xianity we'd still have slaves and witch-burnings and believe the earth to be flat as well as the centre of the universe.

God has allowed these people who make laws to be in power, hence there has to be some sort of organisation at a town, county, municipal, city, and nation level. Can you imagine what the world would be like with no rules and regulations?
Number 2: Because it's one of the ten commandments 'Do not steal' and many laws are based on these 10 commandments.
And...even if you believe in the laws of the country or not and you do steal or kill, you will be punished regardless so really, you have no choice.
Pretty immature question if you ask me.

You assume I do believe in the laws of the land.
I don't believe in laws based on morality. But I don't need a law (or a "commandment") to keep me from "wronging" another....but if you think it's necessary, I could make an exception in your case...if that's what you choose to believe.
...and anarchy is merely rule without government, it's rule by common sense

i don't fully believe in laws cause some are rediculous, but without this we would have a crazy country, everyone killing each other, all types of gangs, children being used as slaves and any other thing a person would love to do because of no rules, thank God he gave us rules and people who make up rules, eventhough we have all the above it is some what under control.

You must respect and obey the laws enacted by your country as a citizen in that country. Submit yourself to be governed by your country as a good citizen. If there is no law to be enacted you have nothing to follow.. Even in your own family there are rules and regulations that should be provided by your parents for you to follow as a little child so that you will not be stubborn orstupid man

I don't. I'm an anarchist. Following the laws just helps pay the rent, hardly.
