I recently interviewed an extremely qualified job candidate. Unfortunately, that person did not get the job. However, a friend of mine at another company is looking for qualified candidates. He asked me to forward any resumes of people who I would recommend. Is it wrong (unethical, illegal, subject to lawsuit, etc) to forward the resume without that person's consent or knowledge?

The information supplied by the applicant was supplied to you in confidence for your open position, and not for general distribution.

However, I don't see why you could not call the candidate and let them know of the opportunity at your friend's company and let the candidate make the decision if he or she wants to pursue the opportunity.

Not only is it unethical it's outright illegal. When a resume is submitted to you it is considered a personal document and is not to be shared even with co-worker that don't have a need to know, much less other employers and third parties. You could be looking at both fines and possible jail time if you do this. Especially with Identity Theft becoming such a big deal, penalties are becoming much tougher on those who share private information.

If you believe this person is qualified then contact him and let him know that while you didn't hire him you know of another employer that is looking for qualified people. This gives him the opportunity to make the decision as to whether he wants to apply for the job or not.

It is unethical. Although you may have good intentions such as helping out your friend, the person may not like the job offered by your friend or he may want to know the company first. It is best to advise him, so he will know what to do when he is called for an interview.
