Go to Google.com and type in "Picasa 2" in the seach field. It will bring up some links to go to the website so you can download it.
Picasa is a very nice, fast, organized program that lets you "touch up" photos like you're talking about. It's not a photo editing application, just a touch up and fine-tuning application. The visual effects and intuitive interface are very classy.

Try the free program IrfanView. I've used it in the past and it works nicely.
